This must be one of the earliest recordings by Rilo Kiley, who've since become pretty well regarded in indy rock circles. I discovered the song (and the band, for that matter) in the movie Desert Blue, snippets of which are seen in this video. It's a great little low-key film about life in a remote, desolate small town and how the young folks entertain themselves. Anyway, check out "The Frug":
